To comply with the nine planning principles outlined in the Federal Energy Regulatory Commission (FERC) Order No. 890, Southwestern has incorporated an attachment to its Open Access Transmission Service Tariff (Tariff) for Southwestern’s transmission planning process. Southwestern’s transmission planning is part of the Expansion Planning performed by the Southwest Power Pool, Inc. (SPP). Furthermore, upgrades to the Southwestern transmission system are included in the SPP Transmission Expansion Plan.
Southwestern has two forums to allow for stakeholder involvement in Southwestern’s local planning.
Local Transmission Planning Forum
Southwestern begins its annual assessment for local transmission planning by collecting data from stakeholders. Data must be submitted using the Transmission Planning Assessment Stakeholder Input Form. Southwestern tenders formal data requests to its customers.
The commencement of Southwestern’s annual assessment for local transmission planning will be on August 1 of each year. Stakeholders wishing to participate in Southwestern’s local planning may do so at Southwestern’s Local Planning Forum (Planning Forum) to be held the first Wednesday in September. Persons wishing to attend should indicate their intention to do so at least two weeks prior to the date scheduled for the Planning Forum. If no requests to attend are received by the due date, then no such Planning Forum will be held.
Transmission Planning Criteria Development Forum
The NERC reliability standards and the SPP Criteria form the basis for Southwestern’s transmission planning criteria. All transmission planning criteria that differs from the SPP Criteria has been provided in Southwestern’s Tariff.
Should Southwestern identify a need to modify its transmission planning criteria or receive a recommendation to change its criteria by submittal of the Transmission Planning Criteria Stakeholder Input Form, a Transmission Planning Criteria Development Forum (Criteria Forum) will be announced on this web site approximately thirty calendar days prior to the finalization of the new criteria. Persons wishing to attend should indicate their intention to do so at least two weeks prior to the date scheduled for the Criteria Forum. If no requests to attend are received by the due date, then no such Criteria Forum will be held.
